I think you might be right. With all the QQing on the forums they were probably aiming for that.
I saw 99 people in the noob zone last night and noticed no issues or lag. It seemed to run the same as when there were 20 something when I first logged in earlier that day.
I think they are good on performance issues and trying to get everyone in and let them deal with over populated zones for a few hours. That is better than continuing have people make post about how they wronged them for not letting them in on day one.
